Timothy Hicks is the Comptroller for Forest Preserve District of Cook County. In this capacity, he is responsible for managing all aspects of Accounting and Finance including but limited to Financial Planning & Reporting, Accounts Payable, Capital Planning, Cash Management and Payroll.
Prior to joining the Forest Preserves, Mr. Hicks was the Assistant City Treasurer for the City of Chicago. In that capacity, he was responsible for managing the city’s $1 Billion banking relationships, assisting in managing the City’s $6 Billion Investment Portfolio, developing treasury best practices and leading the implementation of the Oracle Cash, Treasury and Risk Management Modules.
Mr. Hicks worked for the Kellogg Company where he was responsible for Financial Planning and Reporting and Innovation Finance for the $1.5 Billion Specialty Channels Business Unit. At Kellogg, Mr. Hicks honed his Leadership skills by successful helping every direct report to be promoted within 9 – 12 months. Before joining Kellogg, Mr. Hicks had two stints in Public Accounting; the first as Forensic Accountant and the second as an Auditor and Business Consultant.
Mr. Hicks is well respected as an individual who has the ability to “make it plain”, cutting through complicated financial terminology, complex business models and ambiguous legal language to ensure that individuals understand exactly what is at stake and how it applies to them.
A native of Los Angeles, California, he attended John C. Fremont High School. He enjoyed a great high school basketball career compiling a record of 99 wins and 9 losses. Mr. Hicks led Fremont to two City Championships, a Southern California State Regional Title and a State Runner-up trophy. Mr. Hicks maintained his love for basketball by volunteering at local high schools, the YMCA and Boys & Girls Clubs teaching the fundamentals of the game. This passion for Sports compelled Mr. Hicks to start his own Sports Agency, first representing athletes then moving on to representing Coaches and providing analytic and research data.
Mr. Hicks is equally passionate about Accounting and Finance which lead him to start the Accounting, Economics and Finance After-School Academy to teach students about the world of business and to encourage minority students to pursue careers in business. Mr. Hicks received his Master of Business Administration in Finance and Marketing from University of Illinois, Chicago and his Bachelor of Science degree from Alabama State University in Accounting; Graduating with Honors. He is a Certified Public Accountant.
